Responsibility for whole-of-government procurement and asset management policy was transferred to the NSW Treasurer on 1 July 2003.

On 1 July 2004, the NSW Government approved reforms to provide a simplified procurement process.  NSW Treasury Circular TC 04/07 provides direction on the reforms.

The simplified procurement policy framework comprises:

The NSW Government has developed a Gateway Review Process to enhance procurement discipline and to achieve greater alignment between procurement outcomes and service needs.  Gateway will do this by providing an independent source of advice to agency management to highlight potential issues at an early stage.

The NSW Government has also implemented the Agency Accreditation Scheme for Construction to manage risks and reduce cost overruns in the procurement of capital works assets by establishing effective and efficient capital asset procurement practices in all government agencies.
