Welcome to the NSW Government State Contracts Control Board.
The NSW State Contracts Control Board (SCCB), which reports to the Minister for Commerce, has sole responsibility for the provision of goods and services for NSW public sector agencies.
State contracts
The SCCB acquires and disposes of common use goods and services on behalf of public sector agencies through period contracts with suppliers. State contracts are arrangements made with suppliers to supply or dispose of specific goods and/or services for a specific price for a specified period (usually three to five years). For some contracts there may be a panel of suppliers who can provide goods and services and in other cases there may be a sole supplier.
All NSW Government public sector agencies, other than State Owned Corporations, must use State Contracts Control Board arranged State contracts, where they are available, when procuring goods and services.
State contracts are established to ensure that the public sector is able to deal with the private sector in a way that maximises value for money and operates competitively within a framework of fairness, transparency and probity. All State contracts comply with the Government's procurement legislation and policy.
Acquiring or disposing of goods and services when there are no State contracts
In the absence of a State contract for required goods or services, public sector agencies are authorised to undertake the procurement of goods and or services in accordance with SCCB delegations up to a maximum of $150,000.
For procurement of goods and/or services valued over $150 000:

pending rollout of the Agency Accreditation Scheme for Goods and Services Procurement, agencies not accredited are required to submit details and specifications to the Department of Commerce (NSW Procurement - Contracting Services) for the invitation of tenders;

agencies that are accredited under the Agency Accreditation Scheme for Goods and Services Procurement will be delegated authority by the SCCB to undertake procurement activities for agency-specific goods and services valued over $150,000 (and up to their level of delegation).
